Steam's controller configuration screen opens blank

Last verified October 2026Tested against Steam stable client 13 October 2026 - names and fixes two causes of a blank configurator, Steam stable client 23 December 2025 - Valve said the original bug was fixed here, but reports continued, Steam Client Beta builds from December 2024 onward - where most reports originated, Windows 10, Windows 11 and desktop Linux - reported on all three, Xbox, DualSense, DualShock 4, Switch Pro and Switch 2 Pro controllersGood evidence

This is a Steam client bug, not a broken controller. Valve's client update of 13 October 2026 names two causes of a blank configurator - a configuration file Steam could not load, and the cloud-sync panel pushing the layout off screen - and fixes both, so update Steam before you touch anything else. If it is still blank, check whether it happens for one game or every game, and leave the Steam client beta if you are on it. Do not start by reinstalling Steam: the configuration files live in your user data, so a reinstall usually brings the problem straight back.

Valve has no support page for this, so the advice that ranks is a pile of folk remedies - reinstall Steam, delete the game, turn off GPU acceleration - collected from threads where each one worked for somebody and failed for somebody else. Valve's own engineers have named the actual causes twice: once in a bug-report thread in September 2025, and again in the 13 October 2026 client changelog. This page works from those, and says plainly which of the popular remedies the evidence does not support.

Symptoms

  • Opening Controller Layout, or Properties > Controller > Edit, shows an empty panel with nothing in it
  • The footer buttons (Menu, Accept, Back) still render, but no bindings or controller image appear
  • Bindings flash on screen for a split second when you back out of the page, then vanish again
  • It happens on some games in your library and not others
  • Enabling Steam Input on the blank screen does nothing
  • A different controller behaves exactly the same way, which rules out the pad itself

Why this happens

Steam could not load the configuration file for that game

Valve's 13 October 2026 changelog says it added 'a landing page to the configurator when no file on disk could be loaded', and calls that 'one of the causes of a blank configurator'. Before that landing page existed, a config Steam could not read produced an empty panel rather than an error, which is why the problem is usually per-game: the games with a readable config open normally.

Check whether it is one game or every game · Update the Steam client to 13 October 2026 or later

The cloud-sync panel pushed the layout off screen

The same changelog entry describes the second cause directly: Valve improved 'the display of cloud sync status in the configurator' and now gives you the option to skip it, 'because the layout was broken and the info offscreen'. The page was not empty in this case so much as rendered somewhere you could not see.

You are running the Steam client beta

Most of the reports in Valve's bug-report thread came from people on the client beta, and three of them said the configurator rendered normally again as soon as they switched back to the stable client. This is not universal - one reporter saw the blank screen on both branches - but it is the cheapest thing to rule out.

A stale per-user controller setting in your Steam user data

Two reporters traced their blank screen to a single line, SteamController_Enable_Chord, in localconfig.vdf under their Steam user data, and a third fixed it by deleting that file outright. One more fixed it by deleting virtualgamepadinfo.txt from the Steam install folder. None of this is vendor-confirmed, and it explains why reinstalling Steam so often fails: these files are in your profile and your Steam Cloud, not in the program directory.

Fixes

Check whether it is one game or every game

about 5 min

This single answer decides whether you are chasing one broken configuration file or a client-wide problem.

Applies to: Windows 10, Windows 11, Desktop Linux

  1. Open Library, right-click a game you have never configured, and choose Properties > Controller > Edit, or open Controller Layout from the game's page.
  2. Repeat on two or three other games, including at least one with official controller support.
  3. If some games open normally and others are blank, the fault is in the saved configuration for those specific games - go to the next step, which is what Valve's fix addresses.
  4. If every game is blank, including ones you have never touched, treat it as a client problem and work through the next two steps.
  5. Try a second controller on a game that came up blank. If it is blank with both, the pad is not the problem.

Update the Steam client to 13 October 2026 or later

about 5 min

Valve's October 2026 client names and fixes two causes of a blank configurator, and replaces the empty panel with a page that lets you pick a new configuration.

Applies to: Steam stable client, all platforms

  1. In Steam, open the Steam menu at the top left and choose Check for Steam Client Updates.
  2. Let it install and restart Steam when it asks. Help > About Steam should then report a build dated 13 October 2026 or later.
  3. Open the controller layout for a game that was blank.
  4. If Steam now offers you a configuration browser or a prompt to choose a configuration, pick the official configuration for that game. That prompt is the landing page Valve added in place of the blank panel.
  5. If Steam shows a cloud-sync status panel instead, use the option to skip it and continue to the configurator.

Confirmed by the vendor.

Leave the Steam client beta

about 10 min

Three people in Valve's bug thread got a working configurator back purely by returning to the stable client.

Applies to: Anyone enrolled in Steam Client Beta

  1. Open Steam > Settings > Interface.
  2. Set Client Beta Participation to 'No beta chosen'.
  3. Restart Steam and let it download the stable build.
  4. Open the controller layout again.
  5. If you were on the beta for a specific reason - new controller hardware is the usual one - note that you may have to choose between that support and a working configurator until the next stable release.

Reported to work by 3 users; not confirmed by the vendor. 1 report it did not help.

Remove the SteamController_Enable_Chord line from localconfig.vdf

Check before applyingabout 10 min

Two reporters narrowed a blank configurator down to this one stale line in their own Steam user data.

Applies to: Windows 10, Windows 11, Desktop Linux

Before you do this

localconfig.vdf holds your per-user Steam settings. Edit it only with Steam closed, and keep the backup copy - if you delete the whole file rather than the one line, which one reporter did successfully, you lose those settings and Steam rebuilds them from defaults.

First:

  • Steam fully closed, with no steam process left running
  • A copy of localconfig.vdf saved somewhere outside the Steam folder
  1. Quit Steam completely and check Task Manager, or your system monitor, that no steam process is still running.
  2. Open your Steam user data folder. On Windows that is normally C:\Program Files (x86)\Steam\userdata\<your account id>\config\, and on Linux ~/.steam/steam/userdata/<your account id>/config/.
  3. Copy localconfig.vdf to your desktop as a backup.
  4. Open localconfig.vdf in a plain-text editor, search for SteamController_Enable_Chord, and delete that whole line.
    SteamController_Enable_Chord
  5. Save the file, start Steam, and open the controller layout again.
  6. If nothing changes, restore your backup copy before trying anything else.

Delete virtualgamepadinfo.txt and let Steam rewrite it

Check before applyingabout 10 min

One reporter on Windows 11 cleared a blank configurator this way; Steam regenerates the file on the next start.

Applies to: Windows 10, Windows 11

Before you do this

Move the file rather than deleting it, so you can undo this. Steam rewrites virtualgamepadinfo.txt automatically, but it is the file that tracks your virtual gamepads, so a controller may need reconnecting afterwards.

First:

  • Steam fully closed
  1. Quit Steam completely.
  2. Open your Steam install folder, normally C:\Program Files (x86)\Steam, and go into config.
  3. Move virtualgamepadinfo.txt out of that folder - to your desktop, rather than deleting it outright.
  4. Start Steam. It writes a fresh virtualgamepadinfo.txt.
  5. For completeness: the reporter who found this had also toggled 'Use Nintendo Button Layout' on and back off in Steam's general controller settings beforehand. They credited the file, not the toggle, so treat the toggle as incidental.
  6. Open the controller layout again. If it is still blank, put the original file back.

Reported to work by one user; not confirmed by the vendor.

Known issues

  • Valve's 13 October 2026 client update names two causes of a blank configurator and fixes both: a configuration file that could not be loaded, which now produces a landing page offering to pick a new configuration, and a cloud-sync status display that broke the layout and left the information off screen, which you can now skip.

Affects Steam stable client before 13 October 2026 · Status: fixed

  • This symptom has outlived one fix already. A Valve engineer wrote 'This bug should be fixed on stable now' on 23 December 2025, and people reported it again in February, July and September 2026 - so update first, but do not assume the October 2026 client has ended it for everyone.

Affects Steam stable client 23 December 2025 and later · Status: open

  • Before the October 2026 client, Valve's advice was to open the config browser and select the official configuration manually, because an old Xinput configuration was not being reset automatically. One reporter answered that doing so left the screen blank again.

Affects Steam clients between September 2025 and October 2026 · Status: workaround only

  • Turning off GPU-accelerated rendering of the Steam UI is widely suggested for blank Steam panels. The one reporter who tested it against this symptom said it made no difference, and no source supports it, so it is not listed as a fix here.

    Status: unknown

If none of this worked

If the configurator opens fine but your controller is not listed at all, this is not your page - that is a detection problem, not a rendering one. If your bindings show up correctly in Steam but the game ignores them, the configurator is working and the problem is Steam Input reaching the game. If one controller appears twice and every press registers twice, that is a separate client bug with its own fix. And if the whole Steam interface is blank or black, not just the controller page, you are looking at a client rendering problem across the board rather than anything to do with controllers.

Common questions

Should I just reinstall Steam?
Not as a first step, and often not at all. It worked for two reporters in Valve's thread and failed for two others, one of whom deleted the entire Steam directory and still had the blank screen. The reason is in the same thread: reinstalling 'does not change much, because the data resides in your home directory'. Your controller configurations live in your Steam user data and your Steam Cloud, so a reinstall pulls them straight back down.
Is my controller broken?
Almost certainly not. Reporters saw the identical blank screen with Xbox pads, a DualSense, a DualShock 4, a Switch Pro controller and a Switch 2 Pro controller, and one confirmed a second controller behaved exactly the same on the same game. If the pad works in Big Picture navigation or in another game, the hardware is fine.
Why is it only some of my games?
Because the thing that cannot be read is per-game. Valve's own fix note describes a configurator with 'no file on disk could be loaded', and one reporter listed about a dozen specific titles that were blank while everything else in the library opened normally. That is the pattern you would expect if individual saved configurations, not the client as a whole, were the problem.
Will deleting my controller config folder fix it?
Usually not on its own. One reporter deleted the configuration folder and found Steam Cloud pulled it back down the moment they touched anything controller-related, and got the same blank screen with the client started offline so nothing could be re-downloaded. Another reporter's folder was never recreated and they still had the problem. That is why the steps here target one setting or one file rather than clearing everything.
